BNP’s Seminar to Engage Political Parties and Experts on State Structure Overhaul, Scheduled for November 23

BNP has decided to rebrand its 31-point outline for restructuring the state, planning a seminar in Dhaka as part of this effort. If all goes as planned, the seminar will take place at a hotel in the capital on November 23, bringing together representatives from political parties that are participating in the 12th parliamentary election along with noted intellectuals.

Sources from BNP revealed that the event will be attended by BNP’s acting chairman Tarique Rahman, Secretary General Mirza Fakhrul Islam Alamgir, and other senior leaders. BNP Media Cell member Shayrul Kabir Khan stated that he has heard of the seminar, although certain details are yet to be finalized.

Previously, on July 13, 2023, as part of its pledge for a coalition movement, BNP announced its "31-Point Plan for State Reform" aimed at achieving democratic reforms and economic freedom. The plan, presented by acting chairman Tarique Rahman, outlined fundamental changes, including establishing a constitutional reform commission, reinstating a caretaker government system, ensuring judicial and administrative transparency, and addressing critical economic, social, and infrastructural challenges facing Bangladesh.

The 31 points include proposals such as (1) forming a constitutional reform commission, (2) establishing a national harmony commission, (3) reinstating a neutral caretaker government for elections, (4) ensuring balance in state power, (5) limiting the tenure of the Prime Minister, (6) introducing a bicameral legislature, (7) amending Article 70 of the Constitution, (8) reforming the electoral system and relevant laws, (9) restructuring state institutions to ensure transparency, (10) creating a judicial commission, (11) forming an administrative reform commission, (12) establishing a media commission, (13) appointing an Ombudsman to curb corruption, (14) implementing rule of law and human rights, (15) forming an economic reform commission, (16) guaranteeing religious freedom, (17) ensuring fair wages, (18) modernizing the industrial and energy sectors, (19) prioritizing national interests in foreign relations, (20) maintaining neutrality of the defense forces, (21) empowering local government institutions, (22) honoring freedom fighters, (23) updating youth development policies, (24) promoting women's empowerment, (25) implementing demand-based education, (26) ensuring universal healthcare, (27) safeguarding agricultural production and pricing, (28) modernizing transportation infrastructure, (29) addressing climate and disaster challenges, (30) advancing technology and space research, and (31) developing sustainable housing and urbanization policies.

Over recent months, BNP has been promoting these 31 points through pamphlets, wall posters, and video content, aiming to reach a wider audience. Now, with the seminar, BNP seeks to elevate the discussion by engaging key political parties and prominent citizens to gather broader input on this reform agenda.
