High-Level Committees Formed for Recruitment, Transfers, and Discipline of Senior Officials

The Cabinet Division has issued a notification announcing the formation of three high-level committees to provide recommendations regarding the recruitment, transfer, and disciplinary matters of senior officials in the Public Administration, Police, and Foreign Affairs ministries. The notification was published on Thursday, January 9.

According to the notification, a “Public Administration Committee” has been established to advise on matters related to the recruitment, transfers, and discipline of senior officials such as divisional commissioners, deputy commissioners, joint secretaries, and above.

The six-member committee will be chaired by Dr. Salehuddin Ahmed, Advisor to the Ministry of Finance and the Ministry of Science and Technology. Other members include advisors from the Ministry of Power, Energy, and Mineral Resources, the Ministry of Road Transport and Bridges, the Cabinet Secretary, and the Secretary of Public Administration. Additional advisors Muhammad Fauzul Kabir Khan (Ministry of Railways) and Syeda Rizwana Hasan (Ministry of Environment, Forests, and Climate Change) have also been included. Md. Nahid Islam, Advisor to the Ministry of Posts, Telecommunications, and Information Technology, and the Ministry of Information and Broadcasting, has been appointed as the Member Secretary.

For the police sector, an “Internal Security Committee” has been formed to provide guidance on recruitment, transfers, and disciplinary matters involving district superintendents of police (SPs), deputy inspectors general (DIGs), and above.

This seven-member committee will be chaired by Lieutenant General (Retd.) Md. Jahangir Alam Chowdhury, Advisor to the Ministry of Home Affairs and the Ministry of Agriculture. Other members include representatives from the Ministry of Law, Justice, and Parliamentary Affairs; the Ministry of Local Government, Rural Development, and Cooperatives; the Home Secretary; the Inspector General of Police; and advisors Dr. Asif Nazrul and Asif Mahmud Sajib Bhuiyan. Md. Khoda Bakhsh Chowdhury, Special Assistant to the Chief Advisor, will serve as the Member Secretary.

For matters concerning senior officials in the Ministry of Foreign Affairs, such as directors general and equivalent or higher positions, a “Foreign Affairs Committee” has been created.

This committee will be chaired by Foreign Affairs Advisor Md. Touhid Hossain. Members include Adilur Rahman Khan, Advisor to the Ministry of Industries and the Ministry of Housing and Public Works; Dr. Khalilur Rahman, High Representative for Rohingya Affairs and Priority Issues under the Chief Advisor; and the Foreign Secretary. Md. Mahfuz Alam, an Advisor attached to the Chief Advisor’s Office, has been appointed as the Member Secretary.

The notification emphasizes the roles of these committees in ensuring a streamlined and merit-based system for recruitment, transfers, and disciplinary actions in their respective sectors.
